Introduction: the signal bar that only appears near the window

There is one precise spot in the house where it works. The left-hand corner of the kitchen, next to the sink, provided you don't move. Everyone in the family knows it. Important calls are taken standing up, in that thirty-square-centimetre zone, and often end outside on the front step, whatever the weather.

This scene is anything but anecdotal. According to the coverage observatories published by Arcep, France has made huge progress since the 2018 New Deal Mobile — the agreement between the State and the four carriers that traded spectrum licence renewals for hard, numerical coverage obligations. But "progress" doesn't mean "finished". Complete dead zones in the administrative sense (no carrier provides coverage) have become rare; partial dead zones, where a single carrier works properly and the other three don't, remain extremely common. And at household level, the difference is nil: if your carrier happens to be one of the three that doesn't reach you, you live in a dead zone.

This guide is for people who live, work or spend their holidays in places like that. The aim: stop choosing a plan based on price or advertising, and start choosing it on the only piece of data that matters where you are — the real coverage at your address. Then, once you've picked your carrier, get the most out of the legal solutions available in 2026.

Understanding what "covered" means (and what it doesn't)

First source of confusion: carriers' coverage maps do not describe your living room.

Coverage commitments are measured outdoors, at head height, with a reference handset. A 60 cm stone wall, foil-backed insulation, low-emissivity double glazing or a concrete slab will knock 10 to 30 dB off the signal. In other words: an address that looks perfectly "covered" on the map can be unreachable in the back bedroom.

Second source of confusion: the frequency band. Not all frequencies are equal when it comes to penetrating buildings and covering distance.

Put simply: in rural areas, what saves you is the low bands (700 and 800 MHz). A carrier with plenty of 700 MHz deployed on the nearby mast will serve you far better than one that has only put 2600 MHz up there, even if both show up green on a map.

A third point, often overlooked: since the gradual switch-off of 2G and 3G (Orange and SFR began shutting them down on a timetable announced back in 2023, with Bouygues Telecom and Free following over the 2026–2029 period), older phones and connected devices that relied on 2G as a fallback have lost their safety net. In a marginal area, the old handset that "somehow still worked" no longer does. This directly affects alarms, lifts, some personal-alarm systems for the elderly, and agricultural trackers.

Step 1 — Check the coverage at your address, not your town

The reference tool is "Mon réseau mobile", published by Arcep (monreseaumobile.arcep.fr). It brings together two very different things, and it pays to tell them apart.

Coverage maps (self-declared, verified by sampling)

These come from the carriers, who generate them through propagation modelling. Arcep checks a sample of them with field measurements. They distinguish four levels: very good coverage, good coverage, limited coverage, no coverage. The classic trap is settling for the "limited coverage" level: in practice, that means "it works outdoors, sometimes, if you don't move".

What to do in practice: enter the exact address, then compare the four carriers for voice/SMS and data, zooming in as far as possible. The difference between two hamlets a kilometre apart is sometimes spectacular.

Quality-of-service measurements (field campaigns)

Every year, Arcep publishes a measurement campaign (several hundred thousand tests) distinguishing dense, intermediate and rural areas, as well as transport routes. These results give a relative ranking: they tell you which carrier handles load well, not whether it works at your front gate. Arcep's publications and the summaries produced by specialist sites are useful for choosing between two carriers that are already present where you live, not for choosing in the abstract.

ANFR's raw data

The Agence nationale des fréquences provides the Cartoradio portal and the file of authorised antenna support structures. Mast by mast, you can see which carrier is installed, which bands are technically authorised and since when. It's the most honest tool for answering the question: "why does my neighbour get signal and I don't?" If the mast 2 km away hosts only three carriers out of four, that says it all.

A simple decision rule: identify the nearest mast, see which carriers are on it, cross-reference with the Arcep map at your address, and immediately rule out any carrier absent from that site.

Step 2 — Test before you commit

A map is still a simulation. Physical verification costs a few euros and saves months of regret.

The prepaid SIM method. Buy a prepaid SIM from the carrier you're considering (or a no-commitment offer at €2 for the first month), slip it into a phone, and walk the property: living room, bedrooms, cellar, workshop, gate, access road. Note the result room by room. Total cost to test three carriers: under €15.

Reading the real signal value. The bars on screen are a marketing indicator with no standardised definition. The useful figure is RSRP in dBm, accessible via Settings → About → Network status on Android, or through the Field Test menu (dial *3001#12345#*) on iPhone.

Watch out for MVNOs. A virtual operator rides on the network of one of the four infrastructure carriers, but not always on all its bands, nor on 5G. Before signing, check the host network and the technologies included: in a marginal area, losing access to a low band changes everything.

Step 3 — Legal solutions for getting signal anyway

Wi-Fi Calling: the real game-changer for poorly covered areas

Wi-Fi Calling (VoWiFi) carries voice and SMS over your home broadband instead of the mobile network. Your number stays your number, the caller notices no difference, calls are deducted from your plan just like normal calls, and emergency number 112 works (using the address registered with your carrier — remember to update it if you move).

All four French carriers offer Wi-Fi Calling, but not on every plan or every handset, and that's precisely where the choice of plan is decided. Points to check before subscribing:

  • Is Wi-Fi Calling included on the exact plan you're targeting (some MVNOs don't offer it)?
  • Is your phone model on that carrier's list of supported handsets?
  • Is it activated automatically, or do you have to ask customer service?

The corollary: if you have fibre or decent ADSL but no mobile signal, Wi-Fi Calling solves 90% of the problem indoors. Of course, your Wi-Fi has to reach the whole house, which often calls for a mesh Wi-Fi extender so the signal holds up all the way to the back bedroom.

The femtocell (or "4G/5G femto box")

Some carriers offer a small unit that creates a micro mobile cell in your home, connected to your broadband router. Unlike Wi-Fi Calling, every mobile in the house benefits, including those that don't support Wi-Fi Calling. The device is supplied subject to conditions, sometimes at a cost, and requires sufficient upload bandwidth.

Passive outdoor antennas

A directional outdoor LTE antenna connected by cable to a 4G/5G router is perfectly legal: it only receives better, it doesn't retransmit. It's the classic solution for a holiday cottage, a workshop or a farm at the bottom of a valley. Point it at the mast you identified on Cartoradio, not at random.

What remains illegal

The cheap GSM/4G repeaters sold online, which amplify and retransmit the signal, are banned for use by private individuals without the carrier's agreement (article L.34-9 of the French postal and electronic communications code). ANFR regularly runs seizure campaigns: these boxes disrupt the network for the whole neighbourhood and expose you to penalties. Only repeaters installed and declared by the carrier itself are permitted.

Step 4 — Getting coverage improved in your town

Contrary to a stubborn belief, coverage is not set in stone. The targeted coverage scheme (dispositif de couverture ciblée) created by the New Deal Mobile allows local authorities to designate priority sites: the State publishes orders listing the areas to be covered, and carriers are required to install a shared mast within a fixed deadline (24 months, cut to 12 months if the land and access are provided). Several thousand sites have gone live this way since 2018.

What a resident should do:

  1. Document the problem: RSRP readings at several locations, screenshots showing "No service", dates and times. A file with hard numbers carries infinitely more weight than a verbal complaint.
  2. Report it on "J'alerte l'Arcep", the official platform for reporting problems with a carrier. Reports feed into Arcep's indicators and are taken into account.
  3. Contact your town hall and, above all, the departmental France Mobile project team, which collects feedback from local authorities and passes it on to the targeted coverage scheme.
  4. Organise collectively: a submission signed by twenty households or by the municipal council changes the priority ranking.

While you wait — and the wait is measured in years — the solutions in step 3 remain your best lever.

Step 5 — Building a plan suited to a marginal area

The ideal plan in a poorly covered area is not the cheapest, nor the one with 300 GB. Here's the framework.

What really matters:

  • The host network, verified in step 1. Criterion number one, far ahead of everything else.
  • Wi-Fi Calling included and compatible with your phone.
  • No lock-in contract, at least for the first few months, so you can change course.
  • A modest data allowance: if data works badly where you live, most of your usage will be over Wi-Fi. Paying €20 for 200 GB when you'll use 6 is a classic mistake.

What barely matters:

  • 5G: outside towns, it's often deployed on 700 MHz with speeds close to 4G. A sales argument, rarely a noticeable gain.
  • Streaming options and add-on services, which count for little against the underlying problem.

The two-line setup. Many rural households end up adopting a hybrid configuration: the main line with the carrier that works best at home, and a second eSIM line with another carrier for travel or the workplace. On recent dual-SIM phones, the switch is automatic. It's also insurance against network outages: when one carrier goes down, the other holds.

The habits that save the day. In a place where calls are hit-and-miss but a thread of signal remains, SMS is still the most robust technology: it travels over a signalling channel that uses almost no bandwidth and gets through where voice drops out. That's why a short message is often the only way to reach someone at the bottom of a valley — a reflex worth keeping to warn of a delay or confirm an appointment when the call won't hold.

Special cases not to overlook

Isolated elderly people. If the household relies on a personal-alarm system, check with the provider which technology the unit uses. Models designed for 2G are becoming unusable as networks shut down. A 4G/LTE-M module, or a version connected to the broadband router, is essential.

Second homes and holiday cottages. A 4G router as backup, paired with an outdoor antenna, turns an unreachable house into a functional home. Go for a 4G router with an external antenna port rather than a sealed model: that's the difference between something you can work with and something you're stuck with.

Power cuts. In rural areas, a prolonged outage kills the broadband router — and with it Wi-Fi Calling — whereas masts run for a few hours on battery. A high-capacity power bank and a UPS for the router make up a modest but real safety net, especially in storm-prone areas.
