Introduction: one bar of signal in the living room, four on the pavement
It is an experience shared by millions of French households: outside, the phone shows a comfortable 5G connection; indoors, you have to go upstairs, press yourself against the kitchen window or step onto the balcony to finish a call. The problem is not confined to isolated hamlets in the Massif Central. It also affects Haussmann-era flats in the heart of Paris, homes renovated to the latest thermal standards, and basements converted into offices.
The reason is simple and rarely explained: the mobile coverage published by operators and by Arcep is measured outdoors. What you experience in your living room depends on a second factor: the attenuation of the signal by the building itself. And that attenuation has increased enormously over the past fifteen years, as homes have been better and better insulated.

This guide reviews the solutions genuinely available in France in 2026, in the order in which you should try them: first what is free and already built into your phone, then what you can request from your operator, and finally what you can buy. And above all: what you should never plug in, on pain of a fine and of jamming the network for the whole neighbourhood.
Why your home blocks the signal
Thermal insulation is the enemy of radio waves
A mobile signal loses power as it passes through materials. That loss is measured in decibels (dB), and the gap between two homes is considerable:

The most common culprit, and the most counter-intuitive, is low-emissivity glazing. It carries a microscopic metallic layer that reflects infrared back inside during winter — excellent for the heating bill, catastrophic for radio waves, which it reflects just as effectively. A low-energy or passive house can behave like a partial Faraday cage.
Add insulation with aluminium film, metal cladding, aluminium roller shutters and underground basements, and you end up with homes where the outdoor signal, perfectly decent in itself, arrives indoors too weak to sustain a call.
Not all frequencies are equal
The second factor is the frequency band in use. The lower the frequency, the better it penetrates buildings.
- 700 MHz and 800 MHz: the best frequencies for indoor use, employed for 4G and 5G coverage in rural areas and for indoor penetration.
- 1800 MHz and 2100 MHz: a compromise between capacity and range, dominant in urban areas.
- 2600 MHz: high capacity, mediocre penetration.
- 3.5 GHz (5G "mid-band"): spectacular speeds, but very poor at getting through walls. A 5G signal displayed outdoors can vanish completely as soon as you step inside.
A phone switching automatically from one band to another explains why you can have "three bars that are useless": the bars measure received power, not the quality of the link.
Step 1: the free solutions, to enable before buying anything
Wi-Fi calling (VoWiFi), the answer in 90% of cases
This is by far the most effective, most legal and cheapest solution: zero euros. The principle is to route your calls and text messages through your home internet box instead of the mobile network. Your number stays the same, the caller notices no difference, and calls are deducted from your plan exactly as usual.
All four French operators (Orange, SFR, Bouygues Telecom, Free Mobile) offer VoWiFi, and most MVNOs benefit from it too — but not all, since it depends on the access agreement negotiated with the host operator. It is a selection criterion far too often overlooked when comparing €5 plans.
To enable it:
- On Android: Settings → Network & internet → SIM → Wi-Fi calling.
- On iPhone: Settings → Phone → Wi-Fi Calling → Wi-Fi Calling on This iPhone.
- If the option does not appear: check that your plan includes it, that your phone was bought on the French or European market, and that the software is up to date.
Important point: text messages also travel over VoWiFi. If you have stopped receiving your bank login codes at home, this is often the first box to tick.
Two limitations to be aware of. First, switching between Wi-Fi and the mobile network mid-call can drop the connection if your operator does not handle the handover well. Second, VoWiFi only works if your Wi-Fi is stable: a decent Wi-Fi 6 router often does more for call quality than switching operators, especially in a home where the Wi-Fi signal itself is tired.
Fixing the settings that sabotage reception
Several settings degrade reception without you realising it:
- Forcing 5G permanently in a poorly covered home is counter-productive. Setting the network mode to "4G/5G automatic" lets the phone drop down to a lower, more penetrating band.
- Thick cases with a metal plate or badly designed magnetic mounts attenuate the signal by a few decibels — marginal in a city, decisive at the edge of coverage.
- Aggressive battery-saving mode reduces how often the phone searches for the network and delays the arrival of text messages.
- An old SIM card (more than ten years old) may not handle certain services correctly. Replacement is generally free or costs a few euros in store.

Step 2: what you can ask your operator for
The femtocell (or "home 4G box")
A femtocell is a miniature domestic base station supplied by the operator, which plugs into your internet box and creates a bubble of mobile coverage a few dozen metres across. Unlike an off-the-shelf booster, it is authorised because it is supplied and controlled by the holder of the spectrum licence: the operator remains responsible for its transmissions.
In practice, in 2026, French operators hand out far fewer of them than they did ten years ago, precisely because VoWiFi covers most needs at no cost. They are still offered case by case, mainly to business customers or to subscribers with a documented coverage dispute. It is worth explicitly requesting one from customer services, explaining your coverage difficulty and stressing that you have already enabled Wi-Fi calling.
Having poor coverage officially recorded
Two public tools allow you to document a problem, which changes everything in a discussion with an operator:
- "Mon réseau mobile", the mapping site run by Arcep, which publishes the coverage maps declared by each operator as well as the results of measurement campaigns. It is the reference for comparing the four networks at a given address.
- "J'alerte l'Arcep", the regulator's reporting platform. Reports do not open an individual case file, but they feed into Arcep's indicators and weigh on operators' deployment obligations.
There is also the targeted coverage scheme arising from the New Deal Mobile, which requires operators to install new sites in areas identified by local authorities. If your municipality is covered by it, your town hall can pass your address on to the departmental project team. It is slow, but it is the only mechanism that genuinely results in a mast appearing.
Contractual remedies
If you are under contract and the coverage advertised at your address is manifestly not being delivered, you are not powerless. The standard procedure in France:
- A written complaint to customer services, with screenshots, dates and, where possible, measurements.
- Escalation to the operator's consumer department by registered letter.
- Referral to the Médiateur des communications électroniques (free of charge) after two months without a satisfactory response.
A proven coverage failure at the billing address is a serious argument for obtaining cancellation without penalty.
Step 3: hardware — what is legal and what is not
GSM boosters sold online are illegal
This is the most important point in this article. Dozens of "4G/5G repeater" boxes are sold on online marketplaces, often shipped from abroad, with spectacular promises. Their use by a private individual is prohibited in France.
The principle is set out in the French postal and electronic communications code: mobile frequencies are allocated to operators by Arcep, and only the holder of the authorisation — or a device it supplies — may transmit in those bands. The ANFR (the national frequency agency), responsible for policing the spectrum, regularly restates this ban and carries out enforcement operations. The penalties provided for can run to tens of thousands of euros in fines, with seizure of the equipment.
This is not a piece of red tape. A badly configured repeater retransmits a noisy signal and saturates the neighbouring cell: it degrades reception for the entire neighbourhood, including subscribers of other operators, and disrupts the location of emergency calls. ANFR teams track these boxes down precisely because an entire district ends up complaining.
The only legal route to a mobile repeater goes through the operator: it is the operator that, as part of a professional installation (apartment block, car park, public building), has an approved and declared indoor coverage system installed.
What is perfectly legal to buy
By contrast, anything that improves your Wi-Fi or replaces the use of the mobile network is unrestricted:
- A mesh Wi-Fi extender to extend internet coverage to the rooms where you make calls, so that VoWiFi holds up;
- A 4G/5G router with an external antenna placed near a window or in the loft: the antenna picks up the signal where it exists, and redistributes it over Wi-Fi indoors. This is allowed because the device is simply a terminal, not a retransmitter in operator bands;
- A directional outdoor LTE antenna connected to that router, aimed at the nearest mast;
- A DECT phone connected to the internet box, a simple and robust solution for people who mainly make calls from home.

Measure before you spend: the 20-minute method
Before buying anything, quantify the problem. Signal bars mean nothing; decibels do.
Read the actual signal strength. On Android, the menu Settings → About phone → Status → Network displays signal strength in dBm. On iPhone, network diagnostic apps give an equivalent reading. Interpretation scale for 4G/5G (RSRP value):

Map your home. Note the value in each room, near the windows and in the middle. You will often identify a "usable zone" (an upstairs bedroom, a window ledge) that will tell you where to place a router or an antenna.
Compare the four networks. Borrow the phone of a friend or relative who is with another operator, or pick up a prepaid SIM card for a few euros from a different operator to test at your address for a week. It is the most honest test there is: one operator sometimes performs very well where another is unusable, because of a simple fold in the terrain or a mast pointing in a different direction.
Document everything. A logbook of readings with dates and times, or simply timestamped screenshots, will serve you well if you have to file a complaint.
The special case of text messages that never arrive
A weak signal first affects the most demanding services (video calls, streaming), then voice, and finally text messages — which are the most robust, since they travel over very lightweight signalling channels. When even texts stop getting through, it is a symptom of genuinely marginal coverage, or of a configuration problem.
Three useful checks:
- Is your operator's SMS centre number correctly entered in your messaging settings? A wrong number after switching operators blocks sending.
- Is RCS active while the data connection cannot keep up? In that case messages can stay stuck at "sending" instead of falling back to a standard SMS. Temporarily disabling RCS often solves the issue.
- Bank verification texts sometimes require a network delivery receipt. In a weak-signal area, switching to an authentication app is more reliable than waiting for a code by SMS.
To reach a friend or relative when your own line is temperamental, sending a text from an internet-connected computer remains the simplest solution — it bypasses your mobile coverage entirely.
Five common mistakes
- Switching operators on the strength of a coverage map. These maps are outdoor simulations. Test with a real SIM before porting your number.
- Buying a "5G booster" online. Illegal, ineffective most of the time, and harmful to your neighbours.
- Neglecting your Wi-Fi. VoWiFi running on a saturated Wi-Fi network produces choppy calls that are wrongly blamed on the mobile network.
- Putting your internet box in the middle of the home inside a closed cupboard. Metal and household appliances kill propagation.
- Documenting nothing. Without readings, a complaint about lack of coverage never succeeds.
Conclusion: free first, legal next, never illegal
In 2026, poor reception at home is almost no longer a problem of national coverage — French territory is very widely served by 4G — but a problem of penetration into buildings, made worse by energy-efficiency renovation and by 5G's move to higher frequencies.
The order to follow is always the same: enable Wi-Fi calling, make your home Wi-Fi reliable, measure in dBm rather than trusting the bars, compare the four networks with a prepaid SIM, request a femtocell or a goodwill gesture, report the issue to Arcep, and only then consider hardware — staying strictly on the side of Wi-Fi equipment and terminals, never retransmitters in operator bands.
It is less spectacular than a box promising "10 times more signal". But it is the only approach that works in the long run, and that exposes you neither to a fine nor to the anger of your neighbours.
